One of the Sisters of Perpetual Indulgence. I don't know which one; I didn't catch his (her?) name, though I certainly couldn't pass this up outfit. Someone told me they've been an institution in San Francisco for almost 20 years? I'm not sure how true that is, but they seem to show up at all the parties and events (dressed to the nines, of course :-)
